He did not build SHIELD into the Avengers Initiative from incremental institutional growth. The Ni synthesis had identified what the specific threat required before any available evidence designated the threat as imminent, and the Te spent decades building the most comprehensive available institutional response. He was building the Avengers before most of them existed.

His relationship with the Avengers is the Te's most complete available institutional expression: the specific people whose specific function stacks the Ni synthesis had identified as the most efficient available instruments for the synthesis's most complete implementation, managed by the Te with the precision the dominant function applies to every available institutional variable. He does not care about the Avengers as people exactly. The inferior Fe has the records. The synthesis required the instruments. Both operations run simultaneously.

That sentence is the INTJ's most complete available opening statement: the Ni synthesis has been running for years, the Te has built the most complete available institutional framework, and the inferior Fe finally has adequate conditions to deliver the synthesis's most available terminal operational requirement - the specific person in the specific room who the synthesis has identified as the next required instrument. Why Nick Fury Is INTJ, Not INFJ or ENTJ

Fury is sometimes typed ENTJ - the command authority, the institutional management of SHIELD, the comprehensive deployment of every available resource. But ENTJ builds outward and inhabits institutional leadership naturally. Fury builds from a private synthesis that SHIELD cannot fully access.
