Her decision on Vormir is the Thinking type at its most unambiguous. She runs the accounting, arrives at the answer, and implements it. The grief Clint shows is the inferior function in both of them - the Fe in him that cannot perform the calculation without the weight of it showing, and her own inferior function that has already completed the calculation and is acting on it.
She commits completely. When she joins SHIELD, she is SHIELD's. When she joins the Avengers, she is the Avengers'. When Steve asks her to trust him, she trusts him - not tentatively, not provisionally, but with the full weight of someone who has decided. The ISTJ's commitment is structural rather than emotional: once the library has the record of what the obligation requires, the Te implements it without ongoing renegotiation.
Her turning on SHIELD when its true nature is revealed is the same quality in a different direction. The library's entry for SHIELD was built on what she understood SHIELD to be.
